That does sound a bit high but this may be due to the maximum load capacity on your specific tire. As an example our 18x8.50-8 # AM40537 is a load range B tire with the maximum tire pressure at 22psi. If your tires have a higher load range or capacity over 815lbs this would explain the higher maximum tire pressure rating you have of 36 psi. If your golf cart is 970lbs without anyone on it that would be 485lbs per side. The drivers weight would be then added to the one side an example 200lb driver plus the 485lbs equals 685lbs. In your tire size 205/65-10 we have bias ply tires in four load ranges, B, C, D and E. Each will handle different amounts of weight. If your current tires are B-rated then you can switch to a higher-weight-capacity load range C tire if you like.
Using a tire that can handle more weight than it actually has to typically means it will run cooler, and cooler running tires typically last longer since heat is a tire's worst enemy.

The Malone # MPG521 WideTrakAT Large Kayak/Canoe Cart uses a V-shaped axle that provides 6 inches of ground clearance right behind each wheel which increases to 9 inches in the center. The wheels are 12 inches in diameter, so the radius would be half that, 6 inches. I suppose if you could find larger wheels compatible with a 20mm axle tube, you could use them but Malone doesn't recommend doing so.
